The Research Project on “The Regulations of Urban Regeneration in Beijing Municipality” of Beijing Law Society, Led by Senior Partner JIANG Jun and Participated by Partner SHI Wenhui From Tiantai Law Firm, Was Successfully Completed and Rated as “Excellence”

On September 5, 2023, “Research on Major and Difficult Problems in the Implementation of ‘The Regulations of Urban Regeneration in Beijing Municipality’,” a municipal legal research project of Beijing Law Society for the year of 2022, which was led by Mr. JIANG Jun, a senior partner and the director of the Construction Engineering and Real Estate Special Committee of Beijing Tiantai Law Firm, was successfully completed and rated as “Excellence” by the Beijing Law Society. Mr. JIANG is also a professor at Beijing University of Civil Engineering and Architecture. Mr. SHI Wenhui, a partner of Tiantai Law Firm, as a member of the research group, took part in the research and the writing of the report.

This project responds positively to the actions on urban regeneration in the “14th Five-Year Plan”. It conducts research on the major and difficult problems in the implementation of urban regeneration legislation, which involves the fulfilment of cooperative development contracts and dispute resolution, the implementation methods of social capital participation in urban regeneration, the disputes over ownership of land and buildings in urban regeneration projects, the establishment and operation of the Urban Regeneration Fund, and the legislative problems and perfecting suggestions of the “The Regulations of Urban Regeneration in Beijing Municipality.” The research group put forward a series of innovative and practical policy recommendations, among which the “Recommendations on the Confirmation of Urban Land-Use Right in Urban Regeneration” was unanimously praised by the experts.

The achievement of this project not only plays an important role in the optimization of the urban spatial structure and quality enhancement, but also provides useful reference for the post-legislation assessment and the future revision of the “The Regulations of Urban Regeneration in Beijing Municipality.” The successful completion of the project demonstrates the deep theoretical attainment of the Construction Engineering and Real Estate Special Committee of Beijing Tiantai Law Firm and the team of Mr. JIANG Jun in the direction of engineering legislation research. Besides, it provides a solid theoretical foundation for better combining the engineering professional legal services of the firm with the implementation of Beijing urban regeneration process.
